Speech by Sir Michael Lyons, BBC Chairman, to the Manchester Statistical Society

"Now, let me say here that in my mind there is absolutely no
contradiction between reaching all UK audiences, and providing all the
audiences the BBC reaches with high quality output.

The BBC HAS to reach all audiences.

"Firstly because everyone pays for the BBC so everyone must get something they really value from the BBC in return. And secondly, the BBC is tasked with informing, educating and entertaining the British public."
